1 May 2002
Officials in Shenyang who refuse to work unless they are bribed will face penalties, the city mayor told local cadres in a speech reported by Liaoning Daily. The mayor, Chen Zhenggao, who was appointed after several former leaders were convicted on corruption charges, said that his anti-graft campaign had been so effective that officials who were accustomed to receiving bribes were now refusing to work unless they received extra incentives.
He promised that an annual quota would be introduced to replace slacking officials and that those would did not measure up to specified criteria would be sacked. He also said that he would encourage more public supervision of officials.
