Official advocates service sector development

The head of China's National Development and Reform Commission (NDRC) said that the only way for China to address its energy consumption and employment issues was to boost development of the service sector. NDRC chief Ma Kai said that China's economy consumed large amounts of energy with little efficiency, noting that the service sector is labor-intensive but uses less energy. Ma emphasized that it was important for China to continue developing labor-intensive enterprises.
