Car pollution laws upgraded

China's top environmental body, the State Environmental Protection Administration (SEPA), is drafting a series of new laws and regulations to curb exhaust emission, noise and other pollution caused by motor vehicles. Li Xinmin, an official in charge of pollution control, told state media the new regulations would reduce auto-related pollution by preventing cars that don't measure up from ever reaching the streets. SEPA has predicted that vehicle emissions will account for 79% of urban air pollution in the country by 2005.
