Backing for tsunami warning system

China said it was prepared to join ASEAN countries in building an earthquake and tsunami early warning system. Vice-Premier Hui Liangyu, urging a China-ASEAN summit not to wait for another tsunami, said China's relief effort following December's disaster constituted the largest foreign assistance initiative in its history. Hui argued for establishing a warning system for the Indian Ocean, among other initiatives.
