Private airline flies

Spring airlines, China's second private carrier, made its inaugural flight yesterday from Shanghai Hongqiao airport to Yantai, offering a low budget challenge to China's big three state carriers at a time when they are posting losses due to high fuel prices. Three other private carriers have received government approval to move forward with operations.
