Eco laws delay plant building

The application of environmental impact laws has delayed the construction of privately-held Dongfang Gold and Lead's plant in Henan, which was set to produce 80,000t. per year. Construction was scheduled to start last summer, but emissions from the company's other plant exceeded state limits during trials in April 2004, said the State Environmental Protection Administration website.
