Running water was restored to Harbin Sunday. Resumption of service occurred five hours ahead of schedule following a five-day shutdown, reported state media. Xinhua said that the 80-kilometer long spill had passed through Harbin and that chemicals in the river had fallen back to safe levels. Local radio and television stations will broadcast news of a color-based indicator of water safety over the next few days red for unusable, yellow for bathing and green for drinking.
