Monopoly law on the horizon

The first reading of a controversial anti-monopoly law has begun. The Standing Committee of the National People's Congress is reviewing the piece of legislation - 12 years in the making - amid foreign investors' fears of restricted access to China. But state media quoted officials who said the law aims only to ensure fair competition for both domestic and foreign players and prevent manipulation by government departments. The start of the deliberation process means authorities have agreed on disputed areas, the Financial Times reported. One such area was determining who should act as a watchdog. Officials said the government would set up a national-level commission to implement the law.
