The National People's Congress is deliberating a draft law that would direct both governments and companies to strengthen recycling efforts, Economic Observer reported (in Chinese). The proposed law includes a punishment and reward system aimed at encouraging companies to recycle their own products and develop a "recycling mindset." Implementing the law would lead to both increases in manufacturers' operation costs and a restructuring and updating of China's manufacturing industry, said Li Yanfang, a professor of Law School of Renmin University and one of the drafters of the law.
