SOEs to return profits to government

The State Council called for a portion of central state-owned enterprises' (SOEs) profits to be turned over to the government in the state asset operation budget proposed last week, Economic Observer reported (in Chinese). Under the proposed budget, SOEs would render returns on state capital, including profits of SOEs, dividends of enterprises with state holdings and proceeds from transfers of state-owned property rights and of other state equities, to the Ministry of Finance beginning next year. The executive schedule and range of the proposal will be decided by local financial authorities.
