China proposes a technology transfer fund at Bali talks

China is pushing for an international fund for technology transfers and development established through the ongoing environmental talks in Bali, Reuters reported. Zhou Ji, a member of the Chinese delegation to Bali, said China wanted developed countries to increase efforts to transfer clean technologies to developing nations through such a fund. Academics said such a fund could allay private sector concerns over intellectual property theft because it would have the support of the foreign company's government, and it would help pay for joint research projects that will allow developing countries to create their own energy-saving devices. The two-week talks in Bali, which started Monday, sees 190 countries discussing a framework that will replace the Kyoto Protocol, which expires 2012.
