Take Noah Education as an example. First it runs what I would call a testimonial:</p>
<p><em>stocksasia1,</em> who introduced us to Noah almost exactly one year ago: &#8216;<em>As an international educator who teaches in China every summer, I can assure you that the best education possible is the number one goal for middle and upper-class students. &#8230; Noah Education and New Oriental Education both cater to students but with different objectives. Noah is targeting the K-12 community while New Oriental, with the exception of its summer camp program, targets mainly college and Senior High (10, 11, and 12) students.&#8217;</em></p>
<p>Did not clearly understand it but will go with that.</p>
<p>Then<em> KSB47 </em>writes<em>: &#8216;In China, (one-child policy) children are raised to be as successful as possible because they will be responsible for taking financial care of their parent&#8217;s later in life. There are currently 291 million children between the ages of 5-19, Noah&#8217;s target audience. Noah is the ONLY interactive educational company to partner with China&#8217;s Ministry of Education. With over 30,000 course titles, Noah is very well positioned to capitalize on the necessity (not need) for higher learning.&#8217;</em></p>
<p>One comment is that the stock price is less than cash. And it seems to be true. Noah&#8217;s SEC filings confirm Noah has the equivalent of about $150 million in the bank &#8212; not bad for a stock priced under $120 million.</p>
<p>In the fiscal year ending June 2007, Noah cranked out $4.7 million in free cash flow. There are still a lot of doubts voiced but at least the figures look good.<br />

William Lichtenberger has given $1 million to the School of Management at the University of Buffalo to create the H. William Lichtenberger Professorship of Global Services and Supply Management.</p>
<p>He earned his MBA from the UB School of Management in 1966 while working at a full-time chemical engineer.</p>
<p>He worked his way up the corporate ladder at the former Union Carbide Co. and in 1992 was named chairman and CEO of Union Carbide spinoff, Praxair, one of the world&#8217;s largest industrial gas companies.</p>
<p>A strong believer that industry and education should be partners, <strong>Lichtenberger played a key role in helping to develop the UB School of Management&#8217;s Executive MBA program in China, helping to advance Chinese knowledge of Western business practices.</strong></p>
<p>This coincides with the fact that Praxair Praxairhas signed a long-term supply contract with Anhui HuaYi Chemical, an affiliate of Shanghai HuaYi (Group) Co., Ltd., one of the largest chemical groups in China.<br />

According to the report, the increase in the number of foreign students is caused by massive flow of Chinese students due to lack of entrance quota.</p>
<p>For example, more and more Chinese students reside in Korea illegally</p>
<p>According to data from Korean Immigration Service, there are 10.3 % of foreign students with a D-2 visa, 16.1% of students for learning Korean languages with a D-4 visa and 53.1% of other students with a C-3 visa.</p>
<p>It was pointed out there are many problems related to management of foreign students.</p>
<blockquote><p><strong>Universities don’t have a strong system enough to assist residential service, provide Korean language education and teach in foreign students’ languages. They also lack policies for attracting foreign students and managing them and lack measures for supporting them to have jobs after graduation.</strong></p></blockquote>
<p>20 universities participating in survey advertise themselves by publishing PR brochures (90%), operating homepages in foreign languages (80%), participating in study fairs (65.5%), and visiting overseas universities (75%).</p>
<p>When universities select students they put top priority on students’ motive to study and their study plans (70%) as a selection standard, followed by Korean language abilities (20-30%).</p>
<blockquote><p><strong>90%</strong> of the surveyed universities have open classes for foreign students.<br />
<strong>60% </strong>of them have only Korean language class for the students.<br />
<strong>75% </strong>of surveyed universities have classes in English.<br />
<strong>20% </strong>of them have classes taught in their mother tongues.<br />
<strong>80% </strong>of those surveyed have exclusive programs for helping students to adapt to school lives.<br />
<strong>45%</strong> have students’ association.<br />
<strong>33% </strong>hold events for cultural exchange.<br />
<strong>65% </strong>of them assist students in terms of study and gettingjobs after graduation.</p></blockquote>
<p>They recommend most students to get a job in their homelands even though that was perhaps against the original purpose of attracting foreign students.<br />

<p>Liu, a member of the Political Bureau of the Communist Party of China (CPC) Central Committee, told a working conference that with the rapid development of universities, the anti-corruption task in the higher educational field had become more arduous.</p>
<p>Statistics from the CPC&#8217;s Central Commission for Discipline Inspection showed that 58% of corruption cases which occurred in universities were found in <strong>infrastructure construction, purchasing and financing departments.</strong></p>
<p>In recent years, China&#8217;s educational institutions have seen a rise in the number of bribery and other scandals.</p>
<p>Corruption found in universities has accounted for one fourth of the total cases uncovered in the educational field, according to the discipline authority.<br />

<p>Monika Auweter-Kurtz, chancellor of Hamburg University, seen here, said the university, which has more than 200 overseas Chinese students and scholars, has attached great importance to cooperation with Chinese higher-learning institutes and hoped to expand academic and personnel exchanges.</p>
<p>Education Counselor of Chinese embassy Jiang Feng said that <strong>nearly 37,000 Chinese students are currently studying in German colleges and universities</strong>, while more than 3,000 German students are studying in China.<br />

<blockquote><p><strong>It would be impossible to ask students from the mainland to take all the aptitude tests and entrance exams that Taiwan students currently are required to sit for.</strong></p></blockquote>
<p>The Education Ministry will seek to revise the law to allow students from the mainland to to study in Taiwan but Lu Mu-lin said the ministry is still working on details concerning quotas and enrollment procedures.<br />
